The hardware is part of the tested assembly
When a casement is tested for the HVHZ, it is tested as an assembly. The frame, the sash, the glazing, the hinges, the operator and the locking points all go through it together, because the way a casement resists pressure is by transferring load through those locking points into the frame.
Product approval attaches to that assembly as described. Swap the multipoint lock for a different one, change the hinge, or fit a heavier sash to an operator that was not part of the tested configuration, and the installed window is no longer the thing the document approved. Under § 553.842, F.S., statewide approval precludes local jurisdictions from requiring further testing only so long as the product is used consistent with the conditions of its approval. Hardware substitution walks straight out of those conditions.
The same statute gives the building official the corresponding power: to deny the local application of a statewide-approved product where documentation shows the application is inconsistent with the conditions of that approval, with the denial appealable under § 553.77, F.S. A casement with mismatched hardware is a clean example of what that provision is for.
Impact rating is the same requirement it is everywhere else in Broward
Configuration does not buy an exemption. Glazing within the lowest 30 feet of exterior building walls must resist large missile impact; above 30 feet, small missile. A Pembroke Pines house of one or two stories is entirely inside the lower band, so a casement in that wall is a large-missile opening exactly like the single hung beside it.
And the zone itself is not negotiable. The HVHZ consists of Miami-Dade and Broward Counties only, no other county in Florida is in it, and within Broward it applies countywide rather than by distance from the coastline. Whatever style of window you prefer, that is the requirement it has to meet.
Where casements make sense on a Pines house
Casements suit openings that need to open fully rather than halfway. A single hung gives you the bottom half of the opening; a horizontal roller gives you one side. A casement swings the whole sash clear, which is useful over a counter, in a narrow tall opening, or where you want ventilation from a specific direction.
They are also the configuration where operation is easiest to check at handover, and it is worth checking before you sign anything off. Crank each unit fully open and fully closed. Confirm every locking point engages. On a casement, a lock that does not throw properly is not a fit-and-finish complaint — it is a load path that is not connected.
Permit, inspection and the paperwork that follows the hardware

Broward County’s Building Code Division provides building code services to 22 municipalities under Inter-Local Service Agreements, and Pembroke Pines is not one of them.
Because the hardware is part of the approval on this configuration, the documentation you keep afterward should identify it. When a lock or an operator eventually needs replacing — and on a coastal-climate house, eventually is not hypothetical — the replacement needs to be the part the approval describes, not the nearest equivalent from a parts bin. Keep the approval reference with the closing documents.
